The Purāṇa’s geographic memory preserves a mosaic of identities; ‘sarvaśaḥ’ suggests Kaliṅga’s wide presence or broad sub-regional spread in the tradition remembered by the text.
Bhū-varṇana (earth/regions description), a standard purāṇic component that supports the Purāṇa’s larger narrative purposes.
Enumerations create a ‘mantric’ effect of naming: repeated ethnonyms function like a litany that fixes the world in speech, transforming space into recitable order.
