Adhyāya 31: Rājasūya-samāgama — The Gathering of Kings and the Ordering of Hospitality
आठवीं च पुरी रम्यां यवनानां पुरं तथा । दूतैरेव वशे चक्रे करं चैनानदापयत्,पाण्ड्य, द्रविड, उण्ड्र, केरल, आन्ध्र, तालवन, कलिंग, उष्टरकर्णिक, रमणीय आटबवीपुरी तथा यवनोंके नगर--इन सबको उन्होंने दूतोंद्वारा ही वशमें कर लिया और सबको कर देनेके लिये विवश किया
aṣṭavīṁ ca purīṁ ramyāṁ yavanānāṁ puraṁ tathā | dūtair eva vaśe cakre karaṁ cainān adāpayat ||
Sahadeva said: “He brought under control, through envoys alone, the eighth delightful city and likewise the city of the Yavanas; and he compelled them to render tribute.”
सहदेव उवाच
The verse highlights a king’s political duty carried out with restraint: securing allegiance and revenue through diplomacy (envoys) rather than immediate violence, aligning power with orderly governance.
Sahadeva reports that the campaign leader brought certain cities, including a Yavana city, under control by sending envoys, and made them submit by paying tribute.
