The Lord declares that creation is cyclical and occurs through His own Prakṛti; beings are compelled by their nature (guṇas/conditioning), while the divine remains the sovereign cause who repeatedly manifests the world so that karmic order and moral continuity can operate.
In the Bhīṣma Parva’s doctrinal discourse, the speaker explains how the cosmos and living beings are repeatedly brought forth. The emphasis is on the contrast between the Lord’s mastery over Prakṛti and the creatures’ dependence on Prakṛti’s force.
