śakrādiṣu ca deveṣu tasya aiśvaryam iha ucyate
The verse highlights aiśvarya—supreme lordship—by stating that even among Indra and the other gods, a higher sovereignty is acknowledged. Ethically, it frames power as ultimately grounded in a superior divine principle rather than in rank or office among the devas.
Vāyu is speaking and, in the course of describing divine hierarchy and greatness, notes that the subject’s sovereignty is proclaimed even in the assembly of Indra and the other gods.
