kumārau brahmaṇas tulyau sarvajñau sarvabhāvinau vakṣye bhāryākulaṃ teṣāṃ munīnāmagrajanmanām

It establishes the authority of the primeval sages (and the Brahmā-like Kumāras) whose lineages transmit dharma; such lineage-authenticity undergirds later instructions on Śiva-liṅga installation and worship.
Indirectly: by highlighting omniscience in the highest beings (Kumāras, Brahmā), it prepares the listener for the Purāṇic teaching that true omniscience culminates in Pati—Śiva—who is the ultimate knower and liberator beyond all created orders.
No specific ritual is prescribed in this verse; it functions as a narrative transition into sage genealogies that later become the carriers of Śaiva vrata, pūjā-vidhi, and Pāśupata-oriented disciplines.
