tatasteṣāṃ prasādārthaṃ bhaktānām anukampayā devaḥ kṛtayuge tasmin girau himavataḥ śubhe
Suta Goswami (narrating the Purana framework to the sages; internal scene implies Shiva’s anugraha)
It establishes the core Shaiva principle that Linga-related revelation and sacred presence arise from Śiva’s prasāda (grace), bestowed upon bhaktas; worship is effective because Pati responds with anugraha.
Śiva is shown as Pati—the compassionate Lord—who freely grants prasāda to the pashu (bound soul) and chooses auspicious sacred geography and cosmic time (Kṛta-yuga) to reveal his saving presence.
The verse highlights the prerequisite of bhakti leading to anugraha; in Pāśupata orientation, devotion and surrender prepare the pashu for Śiva’s grace, which then ripens into effective pūjā and yogic liberation.
