As stated in the Brahma-saṁhitā (5.37) :
This verse shows Brahmā issuing instructions that are to be executed by exalted beings like Droṇa and Dharā, indicating that Kṛṣṇa’s līlā is supported by divine arrangement within the cosmic administration.
Droṇa is described as the foremost among the Vasus, and Dharā is his wife; they are presented here as empowered personalities preparing to fulfill Brahmā’s command connected to the unfolding of Kṛṣṇa’s līlā.
It highlights disciplined obedience to dharma and higher guidance—doing one’s duty in service to a greater divine purpose rather than acting only from personal preference.
