At the time of Mahārāja Pṛthu, the world was ruled by one emperor, although there were many subordinate states. Just as there are many united states in various parts of the world, in olden days the entire world was ruled through many states, but there was a supreme emperor who ruled over all subsidiary states. As soon as there were some discrepancies in the maintenance of the varṇāśrama system, the emperor would immediately take charge of the small states.
This verse describes the ideal ruler as unstoppable in upholding dharma, powerful through personal virtue, and dedicated to removing the “thorns” of public suffering—earning praise even from opposing cosmic factions.
King Pṛthu is being glorified because he will conquer in all directions, protect the earth, and eradicate the painful troubles of society through his own spiritual and royal potency.
Lead with integrity and competence, use personal excellence to reduce others’ burdens, and prioritize protection and welfare over ego—whether in family, community, or professional leadership.
