सर्गभेदाः — अविद्या, स्रोतोभेदाः, नव सर्गाः, देवासुरादिसृष्टिः, वेद-यज्ञप्रादुर्भावः
इत्य् एष प्राकृतः सर्गः संभूतो बुद्धिपूर्वकः मुख्यसर्गश् चतुर्थस् तु मुख्या वै स्थावराः स्मृताः

Sage Parāśara (teaching Maitreya)
This verse frames creation as “Prākṛta,” arising from primordial nature (Prakṛti) and unfolding through an intelligible order, setting the cosmological foundation for later accounts of beings, worlds, and cycles.
Parāśara indicates that creation is buddhi-pūrvaka—preceded by intelligence—implying a structured manifestation rather than a random emergence, consistent with Purāṇic causal hierarchy.
Even when discussing Prakṛti and buddhi, the Vishnu Purana’s cosmology is ultimately read as governed by the Supreme Reality—Vishnu—who presides over order, causality, and the intelligibility of creation.
