Tattva Level: pashu
Shiva Form: Umāpati
It highlights dharma as the stabilizing foundation of rule: worldly authority is meaningful when established in righteousness, reflecting the Shaiva view that right action and order support inner purification and readiness for Shiva’s grace.
Though not directly mentioning the Linga, the verse supports the Shiva Purana’s ethic that social and royal duties should be aligned with dharma—an outer expression of devotion to Saguna Shiva as the Lord who upholds cosmic order (ṛta/dharma).
The implied practice is dharmic governance and self-discipline as worship; a devotee may pair this with daily Panchakshara japa ("Om Namaḥ Śivāya") and Tripuṇḍra (bhasma) to align conduct with devotion.
