The birds perched on the branches and some in cages awoke and began to twitter all over the palace.
The verse indirectly stresses harmony (saṁgati) in a well-ordered kingdom: auspicious human conduct ripples outward, producing a peaceful, responsive environment.
The palace fills with praise-sounds, and even the birds within the royal compound awaken and respond with their own calls.
Not a personal virtue, but the ideal of an auspicious, orderly court-life where ritual and celebration proceed in a regulated manner.
