तस्माद्दयालुना देवि भवितव्यं महीभुजा । शुचावमेध्येऽपि शुभे समं वर्षति वारिदः ॥ ६८ ॥
tasmāddayālunā devi bhavitavyaṃ mahībhujā | śucāvamedhye'pi śubhe samaṃ varṣati vāridaḥ || 68 ||
ດັ່ງນັ້ນ ໂອ ເທວີ, ກະສັດຜູ້ປົກຄອງແຜ່ນດິນຄວນເປັນຜູ້ເມດຕາ; ເພາະເມກຝົນຍ່ອມຫຼົ່ນນ້ຳຢ່າງເທົ່າທຽມ ທັງເທິງສິ່ງບໍລິສຸດ ແລະບໍ່ບໍລິສຸດ, ທັງເທິງສິ່ງມົງຄຸນດ້ວຍ।

It elevates compassion as a core dharma of rulership: like rain that benefits all without discrimination, a righteous protector should extend care and support broadly, not only to the “deserving” by outward purity.
Bhakti matures into dayā (compassion) and sama-darśana (equal regard); the devotee—and especially a leader devoted to dharma—acts as an instrument of divine grace, giving help without harsh judgment.
Not a technical Vedanga point; it applies dharma-nīti practically: governance and giving should be impartial and welfare-oriented, mirroring nature’s unbiased distribution (the cloud’s rain).
