वायुदेव उवाच
Disciplined conduct (niyama) joined with inner sincerity (bhāva/śraddhā) makes religious practice meaningful; a brahmacārin who regularly performs devatā-tarpaṇa with purity is held up as an ideal of dharmic life.
Vāyudeva is instructing by praising a model practitioner: a brahmacārin who, as part of daily observance, offers water-libations to the gods with pure water and sincere intent, thereby earning universal commendation.
