श्रीमहेश्वर उवाच
The verse teaches karmic consequence under the governance of Kāla: when beings return to human birth, limited discernment (svalpa-buddhi) is associated with a disadvantaged rebirth—here described as birth in a wealthless family—highlighting the ethical importance of cultivating right understanding and conduct.
Śrī Maheśvara is speaking within an instructional context, describing how the cycle of time brings beings back to human existence and specifying the kind of human birth obtained by those characterized as ‘of little understanding’: they are born into an impoverished lineage.
