देवैर्विष्णोः शरणागमनम्—शिवलिङ्गस्थापनं, शिवसहस्रनामस्तवः, सुदर्शनचक्रप्रदानं च
विजितात्मा विधेयात्मा भूतवाहनसारथिः सगणो गणकार्यश् च सुकीर्तिश् छिन्नसंशयः
vijitātmā vidheyātmā bhūtavāhanasārathiḥ sagaṇo gaṇakāryaś ca sukīrtiś chinnasaṃśayaḥ

It frames Shiva as Pati—the sovereign guide who purifies the worshipper’s inner instrument by conquering the mind and cutting doubt, making Linga-puja a means to loosen pasha (bondage) for the paśu (soul).
Shiva-tattva is shown as perfectly self-mastered (vijitātmā), fully ordered and rule-governed in His power (vidheyātmā), the Lord of the gaṇa-bhūta hosts, and the revealer who dispels saṃśaya (existential doubt) through grace and right knowledge.
The verse points to Pāśupata-oriented inner discipline: mastery of mind and senses (self-conquest) and removal of doubt through devotion, japa, and steady contemplation on Shiva as the guiding charioteer of all beings.
