Suta Goswami (narrating the Purana to the sages; internal episode describing the king’s act for loka-saṅgraha)
It frames prosperity as dharmic extraction rather than exploitation—an ethic aligned with Linga worship where offerings (naivedya, oṣadhi, anna) arise from righteous order maintained under Pati (Shiva).
Though Shiva is not named, the verse reflects Shiva-tattva as the sustaining principle of ṛta: when governance follows dharma, the world yields life-supporting oṣadhis—showing Pati’s unseen regulation enabling the pashus’ welfare.
A dharma-centered, loka-saṅgraha orientation: disciplined effort (prayatna) and right action that supports yajña-based living; it indirectly supports Shaiva puja by establishing the material basis for offerings and charitable dana.
