tataḥ kumbhātsamutpanno vasiṣṭho mitrasaṃbhavaḥ | agastyo varuṇājjāto vaḍavāgnisamadyutiḥ

It highlights how exalted sages can manifest through divine ordinance rather than ordinary birth, underscoring that tapas, purity, and grace uphold dharma—supporting the Shaiva view that Pati (Shiva) governs the cosmos through ordered means and empowered beings.
By honoring Vasiṣṭha and Agastya as dharma-bearers within Shiva’s cosmic administration, the verse supports Saguna Shiva devotion: worship of the Linga is linked with reverence for rishis and scriptural lineage that transmit Shiva’s disciplines and mantras.
A practical takeaway is guru-and-rishi-smaraṇa (remembering the rishi lineage) before japa—especially the Panchākṣarī “Om Namaḥ Śivāya”—and maintaining śauca (purity) and tapas as the inner discipline that makes worship fruitful.
