It introduces an ancient exemplum (itihāsa) showing that even those bound by strong pasha (worldly entanglement) can be guided toward Shiva-centered dharma and liberation through right instruction.
By framing a narrative teaching, it prepares the listener for practical Shaiva instruction typically culminating in devotion to Saguna Shiva (as worshipable Lord) and, through that, insight into the higher truth of Shiva as Pati.
This verse itself signals śravaṇa (devotional listening) to Shaiva narratives as a practice; the ensuing dialogue commonly supports bhakti, japa (such as Om Namaḥ Śivāya), and purification of conduct.
