It situates time (months and seasons) as a regulated cosmic order, which Shaiva practice treats as Shiva’s governance of kala; thus rites to the Linga are to be performed in harmony with these calendrical forces that sustain rain, nourishment, and dharma.
Though Shiva is not named, the verse reflects Shiva-tattva indirectly: the Sun’s retinues function as instruments within the ordered cosmos, while Pati (Shiva) remains the transcendent regulator of time and the inner ruler of all devas and ṛṣis.
A calendrical orientation for vrata and daily worship is implied—timed observances (kāla-anusandhāna) that support purity, discipline, and steadiness of mind, aiding the pashu’s gradual loosening of pasha through regulated sadhana.
