Suta Goswami
It functions as a table-of-contents verse: it shows that devotion to Pati (Śiva) in the Linga Purana is supported by dharma—cosmic order (planetary courses) and ritual order (śrāddha)—which purify the pashu (soul) and loosen pāśa (bondage).
Indirectly: by listing cosmic measures and the motion of luminaries, it implies an overseeing Pati who sustains niyati (order). In Shaiva Siddhānta terms, Śiva is the Lord who governs the cosmos while granting grace through dharmic rites that prepare the soul for liberation.
Śrāddha—especially jīvacchrāddha (rites performed while living) and the rules of eligibility (śrāddhārha). The verse is ritual-focused rather than describing a specific Pāśupata yoga technique.
