Sage Parāśara (teaching Maitreya)
This verse identifies the Seven Seers assigned to the Raivata Manvantara, indicating the fixed cosmic offices that uphold dharma, transmit sacred knowledge, and stabilize the world-order in each Manvantara cycle.
Parāśara teaches by enumerating the appointed sages for a specific Manvantara, showing that each epoch has a defined set of rishis and administrators within a recurring, orderly cosmic chronology.
Though Vishnu is not named in this verse, the Manvantara framework belongs to Vishnu Purana’s vision of a universe governed by periodic cycles under the Supreme Reality—where rishis function as instruments of that sustaining sovereignty.
