Bondage and Liberation: The Prakṛti–Karma Wheel and Śiva as the Transcendent Cause
धर्मेणैव हि पापानामपनोदनमीरितम् । शिवोद्देशकृतो धर्मः क्षमः पापविनोदने
dharmeṇaiva hi pāpānāmapanodanamīritam | śivoddeśakṛto dharmaḥ kṣamaḥ pāpavinodane

Significance: Generalizes that dharma dedicated to Śiva (śivoddeśa) has special efficacy in pāpa-vinodana, aligning pilgrimage acts (dāna, vrata, pradakṣiṇā) with intentional consecration to Śiva.
Role: teaching
The verse teaches that ethical and ritual life (dharma) becomes spiritually potent when offered to Śiva as Pati (the Lord). Such Śiva-oriented dharma purifies the soul by removing pāpa and aligning the devotee toward liberation.
It supports Saguna devotion: acts of worship, vows, charity, and daily duties become most effective when performed as offerings to Śiva—commonly through Liṅga-pūjā and Śiva-sankalpa (intention), making dharma a vehicle of purification.
Perform daily dharma with a Śiva-sankalpa—offer actions to Śiva, accompany worship with the Pañcākṣarī mantra (Om Namaḥ Śivāya), and maintain Śiva-centered conduct so that purification (pāpa-vinodana) arises through dedicated practice.
