पूर्णेन्दुमालोक्य यथा प्रीतिमान् जायते नरः ।

एवं यत्र प्रजाः सर्वा निर्वत्ता स्तच्छशिव्रतम् ॥

pūrṇendum ālokya yathā prītimān jāyate naraḥ | evaṃ yatra prajāḥ sarvā nirvattās tac chaśi-vratam ||

ដូចជា មនុស្សម្នាក់រីករាយពេលឃើញព្រះចន្ទពេញវង់ ដូច្នោះដែរ (គំរូល្អ) គឺទីដែលប្រជារាស្ត្រទាំងអស់សប្បាយចិត្ត និងមានស្ថិរភាពល្អ—នេះហៅថា «វ្រតៈដូចព្រះចន្ទ» (របៀបគ្រប់គ្រងដូចព្រះចន្ទ)។
