राजधर्मः—प्रमादवर्जनं, दण्डनीतिः, दुर्बलरक्षणम्
Royal Dharma: Vigilance, Just Punishment, Protection of the Vulnerable
एवमेतद् द्विजेन्द्राणां क्षत्रियाणां विशां तथा । शूद्रश्नतुर्थो वर्णानां नानाकर्मस्ववस्थित:
evam etad dvijendrāṇāṁ kṣatriyāṇāṁ viśāṁ tathā | śūdraś ca caturtho varṇānāṁ nānā-karmasv avasthitaḥ ||
ឧតថ្យៈបានមានពាក្យថា៖ «ដូចគ្នានេះដែរ សម្រាប់ពួកទ្វិជជនដ៏ប្រសើរ សម្រាប់ក្សត្រិយ និងសម្រាប់វៃស្យៈ; ហើយសូទ្រៈគឺជាវណ្ណៈទីបួន។ បើមនុស្សក្នុងវណ្ណៈទាំងនេះមិនយល់ដឹងអំពីភារកិច្ចដាច់ដោយឡែករបស់ខ្លួន ហើយមិនស្ថិតនៅក្នុងការងារផ្សេងៗដែលបានកំណត់ទេ នោះការមានរបស់ពួកគេ ក៏ស្មើនឹងការមិនមាន—ឥតផ្លែផ្កាក្នុងលំដាប់ធម៌»។
