धर्मज्ञ: सचिव: कश्चित् तत् तत्पश्येदतन्द्रित: । इन अधिपतियोंके अधिकारमें जो युद्धसम्बन्धी तथा गाँवोंके प्रबन्धसम्बन्धी कार्य सौंपे गये हों, उनकी देखभाल कोई आलस्यरहित धर्मज्ञ मन््त्री किया करे
dharmajñaḥ sacivaḥ kaścit tat tat paśyed atandritaḥ |
ភីស្មៈបានមានព្រះវាចា៖ «ឲ្យមានមន្ត្រីម្នាក់ដែលដឹងធម៌ មានបញ្ញាច្បាស់ និងមិនខ្ជិលខ្ជួន ត្រួតពិនិត្យរាល់កិច្ចការទាំងអស់ជានិច្ច—ជាពិសេសកិច្ចការដែលបានប្រគល់ឲ្យក្រោមអំណាចរបស់អធិបតីទាំងឡាយ ដូចជា ការងារសង្គ្រាម និងការគ្រប់គ្រងភូមិ»។
