धर्मस्य बहुद्वारत्वम् — Nārada’s Audience with Indra (Śānti-parva 340)
कुशस्थलीं करिष्यामि निवेशं द्वारकां पुरीम् । वहाँ मैं बहुत-से देवकण्टक दानवोंको मारकर कुशस्थलीको द्वारकापुरीके नामसे बसाऊँगा और उसीमें निवास करूँगा
kuśasthalīṁ kariṣyāmi niveśaṁ dvārakāṁ purīm |
ភីष្មៈ «ខ្ញុំនឹងបង្កើតទីលំនៅនៅកុសស្ថលី ហើយបង្កើតទីក្រុងដែលហៅថា ទ្វារកា។ នៅទីនោះ ខ្ញុំនឹងសម្លាប់ដានវជាច្រើន ដែលជាមួលមាត់ដល់ទេវតា ហើយនឹងតាំងទីលំនៅនៅក្នុងទីក្រុងនោះឯង»។
(भीष्म उवाच
The verse frames righteous governance as the establishment of a secure, ordered habitation: removing violent threats (those who harm the Devas/righteous order) and then founding a stable city where dharma can be lived and protected.
The speaker declares an intention to found a new settlement: Kuśasthalī will be made into the city called Dvārakā, after defeating many Dānava adversaries described as a menace to the Devas, and then taking up residence there.
