Suta Goswami (narrating the teaching within the Purana to the sages of Naimisharanya)
It frames Pāśupata-vrata as Śiva’s own liberating discipline: Linga-centered devotion and yogic observance aimed at cutting the pāśa (bondage) of the paśu (soul) under the grace of Pati (Śiva).
Śiva is presented as Bhava/Paśupati, the authoritative teacher of liberation who reveals the means to transcend bondage—implying His role as Pati, the Lord who alone can grant pāśa-mokṣa.
The verse highlights the Pāśupata-vrata—an observance within the Pāśupata yoga stream—taught as a practical method for liberation from pāśa through disciplined yogic conduct and Śiva-oriented worship.
