viparyaye kārmikasya dviguṇaḥ

Translation

ក្នុងករណីមានភាពមិនត្រឹមត្រូវ/ខុសប្រក្រតី ទណ្ឌកម្ម (ការទទួលខុសត្រូវ) របស់មន្ត្រីដែលទទួលបន្ទុក គឺទ្វេដង។
