pulastya uvāca | evamuktvā caturvaktro brahmalokaṃ gato nṛpa | tataḥ sarvāṇi tīrthāni gatāni ca kalau yuge
Pulastya
Tirtha: Arbuda (as refuge of all tīrthas in Kali)
Type: kshetra
Listener: Nṛpa (king; traditionally Janamejaya in many Purāṇic frames, but not explicit here)
Scene: Pulastya narrates to a king; in the background, Brahmā ascends to Brahmaloka while a procession of luminous tīrthas moves toward Arbuda in the Kali age.
Divine governance preserves sanctity: when times worsen, sacred power is safeguarded through divinely ordained relocation.
Implied: Arbuda, the refuge previously designated by Brahmā for the tīrthas.
No direct rite; it narrates the movement of tīrthas as part of the Arbuda Māhātmya.
