सूत उवाच । उत्पत्तिश्च निरोधश्च नित्यं भूतेषु वर्तते । कल्पेकल्पे भवंत्येते सर्वे दक्षादयो मुने
sūta uvāca | utpattiśca nirodhaśca nityaṃ bhūteṣu vartate | kalpekalpe bhavaṃtyete sarve dakṣādayo mune
スータは言った。「生きとし生けるもののうちには、生成と滅尽とが常に働いている。あらゆるカルパごとに、ダクシャら一切は再び顕現するのだ、聖仙よ。」

It emphasizes the perpetual rhythm of arising and dissolution within beings and across kalpas, pointing to samsara’s cyclic nature and the need to seek the timeless Pati (Shiva) beyond change.
By stressing that all manifested beings recur and pass away, the verse implicitly directs devotion toward Shiva as the stable refuge—worshipped as the Linga/Saguna form—through whom one transcends recurring cycles.
Contemplate impermanence (utpatti–nirodha) while doing japa of the Panchakshara “Om Namaḥ Śivāya,” anchoring the mind in Shiva as the changeless reality amid cyclical change.
