नृशंसमनृशंसं वा प्रजारक्षणकारणात्।पातकं वा सदोषं वा कर्तव्यं रक्षता सता।।।।

nṛśaṃsam anṛśaṃsaṃ vā prajā-rakṣaṇa-kāraṇāt | pātakaṃ vā sa-doṣaṃ vā kartavyaṃ rakṣatā satā ||

民を守るためには、徳ある守護者も必要をなすべきである。苛烈に見えようと温和に見えようと、罪や咎に見えようとも、守る者は行わねばならぬ。
