A stable moral world depends on two complementary pillars: Brahmins sustaining spiritual discipline (japa and yajña) with joy and commitment to dharma, and kings sustaining social order by ruling and protecting the earth through dharma rather than mere power.
Mārkaṇḍeya is describing an ideal condition of society: the priestly class remains devoted to sacred practices and righteousness, while rulers uphold dharma in governance, thereby safeguarding the earth and maintaining order.
