प्रभवार्थ हि भूतानां धर्म: सृष्ट: स्वयम्भुवा । तस्मात्‌ प्रवर्तयेद्‌ धर्म प्रजानुग्रहकारणात्‌

Transliteration

prabhavārtha hi bhūtānāṃ dharmaḥ sṛṣṭaḥ svayambhuvā | tasmāt pravartayed dharmaṃ prajānugrahakāraṇāt ||

Translation

衆生の安寧と繁栄のためにこそ、自生者（ブラフマー）はダルマを創り出した。ゆえに王は、民を守り益するため、正しき統治によってダルマを世に行き渡らせ—これを奨め、確立せねばならぬ。
