Yudhiṣṭhira’s Inquiry into Rājadharma (Śānti-parva 56)
lokasya vyasanī nityaṃ paribhūto bhavaty uta | udvejayati lokaṃ ca yo ’tidveṣī mahīpatiḥ ||
A ruler must avoid personal vices and excessive hatred. Addiction to harmful habits makes him contemptible, while hatred destabilizes society by spreading fear and agitation among the people.
In the Shanti Parva’s instruction on raja-dharma, Bhishma continues advising about qualities and faults of kingship, warning that a vice-addicted or hate-driven king loses public respect and disturbs the realm.
