Even after catastrophic loss, dharma expresses itself as responsibility: the ruler/leader must protect and provide stability for those most vulnerable—elders, children, and women—by ensuring shelter, security, and orderly resettlement.
Following the destruction of the Yādavas and the ensuing desolation, the Pāṇḍava gathers the survivors who lack their warrior protectors and brings them to Indraprastha (Śakraprastha), establishing them there as residents.
