(Gopradāna-vidhi) — Procedure and Praise of Cow-Gifting
śakra uvāca: svarlokavāsināṁ lakṣmīm abhibhūya svayārcīṣā | golokavāsinaḥ paśye vrajataḥ saṁśayo 'tra me ||
The verse highlights a hierarchy of spiritual attainments: mere residence in Svarga is not the highest goal, and there exist beings whose radiance and status surpass even the gods—prompting inquiry into the superior merit or devotion that leads to such a realm as Goloka.
Indra observes Goloka-dwellers moving past the residents of Svarga while outshining them. Astonished by their superiority, he voices his doubt and seeks an explanation about their identity and the cause of their exalted state.
