The verse teaches that the cosmos—across all orders of beings—operates within a divinely governed moral and metaphysical order, here attributed to Krishna’s sovereignty. Ethically, it implies that rightful conduct (dharma) aligns with this higher order rather than with mere power or personal desire.
Bhishma is instructing and praising Krishna’s supreme status, describing how all classes of beings and the entire moving-and-unmoving world function under Krishna’s dominion, each according to its proper role.
