netre ca dakṣiṇe vāme somaṃ hṛdi vibhuṃ dvijāḥ ājānu pṛthivītattvam ānābher vārimaṇḍalam
おお二度生まれの者たちよ、右眼と左眼にソーマを安置し、遍満の主を心臓に安置せよ。臍より下、膝に至るまでは地のタットヴァとして観想し、臍の領域には水の輪(マンダラ)を思い描け。

It teaches inner-linga upasana through nyasa: the body is treated as a sacred mandala where tattvas and divine powers are installed, making external worship mature into internal realization of Pati (Shiva).
Shiva is indicated as Vibhu—pervasive and indwelling—especially established in the heart, showing Pati as the inner ruler beyond the changing tattvas (earth and water) that constitute the pashu’s embodied field.
A dhyana-nyasa practice: installing Soma in the eyes and contemplating the lower body as pṛthivī and vāri-maṇḍalas—an internalized, yogic form of puja aligned with Pashupata-style tattva contemplation.
