Shiva is implied as Pati—the sovereign who authorizes and sanctifies the divine abode (rudra-saṃmata). Entry into Rudraloka signifies grace and alignment with Shiva’s order, not merely worldly merit.
The verse emphasizes the yogic-ritual culmination—attainment of Rudraloka—typically associated in the Linga Purana with Pashupata-oriented Shiva-bhakti, vrata, and Linga-puja that loosen pasha (bondage) and orient the pashu toward Pati.
