Suta Goswami (narrating to the sages of Naimisharanya)
It establishes that even the highest devas (Brahmā, Viṣṇu, Indra, Soma) continually bow to Parameśvara—supporting the Shaiva view that Linga-pūjā is worship of the Supreme Pati, not a lesser deity.
Shiva is presented as Parameśvara—the supreme, universally revered Lord—surrounded by Mātṛkās and sages, indicating His sovereignty over both cosmic powers and spiritual knowledge, i.e., Pati beyond paśu and pāśa.
The key practice is namaskāra (reverential surrender) as a foundational limb of devotion and Pāśupata-oriented discipline—recognizing Shiva as the supreme refuge and dissolver of bondage (pāśa).
