Suta Goswami (narrating to the sages at Naimisharanya)
It frames worldly power and decline as governed by the Lord’s svecchā (sovereign will), encouraging Linga-worshippers to seek refuge in Pati (Shiva) rather than in transient royal fortunes.
Shiva is implied as the Mahātman and Pati whose independent will presides over manifestation and dissolution, indicating His supremacy over both karma’s outcomes and the temporal order of dynasties.
No specific rite is prescribed in this line; the takeaway aligns with Pāśupata orientation—cultivating detachment (vairāgya) and surrender to Pati through steady Shiva-upāsanā (including Linga-pūjā).
