Suta Goswami
It frames the cosmos as an ordered manifestation within brahmāṇḍas, preparing the devotee to worship the Liṅga as Pati (Śiva) who transcends and supports all worlds that arise through prakṛti (Pradhāna).
By describing Pradhāna as the pervasive field in which the worlds are arranged, the verse implicitly points to Śiva-tattva as the transcendent Pati who is distinct from Pradhāna and governs its unfoldment for the experience and liberation of the paśu (soul).
No specific rite is prescribed here; the takeaway is contemplative cosmology (tattva-vicāra) used in Shaiva practice to cultivate dispassion and orient the yogin toward Pati beyond the fourteen bhuvanas.
