This verse says that even the cows, bulls, and calves attained supreme joy simply by Krishna being among them and by witnessing His divine actions.
Balarama understood Krishna’s extraordinary potency (His divine power displayed in the līlā) and, overwhelmed with affectionate love, embraced Him, laughed, and repeatedly gazed upon Him.
Cultivate loving remembrance and repeated contemplation of Krishna’s qualities and pastimes; the verse emphasizes that sincere affection and attentive ‘looking again and again’ nourishes spiritual joy.
