This verse describes how Rudra’s followers overwhelmed the demigods at Daksha’s sacrifice, showing that ritual power and status cannot protect one who participates in an offense against a great devotee like Śiva.
After being attacked and frightened, they approached Svayambhuva Manu as the senior authority and ruler for counsel and protection, and they reported everything that had happened.
It teaches that arrogance and disrespect—especially toward saintly persons—can destroy even well-planned “religious” or institutional work; humility and proper honoring of devotees preserves harmony and spiritual progress.
