लम्भपालनो हि दण्डः कोशस्य कोशः कोशस्य दण्डस्य च भवति ॥ कZ_०८.१.५१ ॥

Transliteration

lambhapālano hi daṇḍaḥ kośasya kośaḥ kośasya daṇḍasya ca bhavati

Translation

懲罰権力（ダンダ）は、獲得を確保し得たものを保護することによって「国庫の国庫」となり、国庫はまた「懲罰権力の国庫」となる。
