जनपदमूला दुर्गकोशदण्डसेतुवार्त्तारम्भाः ॥ कZ_०८.१.२९ ॥

Transliteration

janapadamūlā durgakośadaṇḍasetuvārttārambhāḥ

Translation

城塞、防蔵（国庫）、強制力（刑罰／軍）、灌漑事業（堰・運河）、経済活動およびあらゆる事業は、地方（ジャナパダ）を根本として成り立つ。
