दुर्गे हि कोशदण्डोत्पत्तिरापदि स्थानं च जनपदस्य ॥ कZ_०८.१.२५ ॥

Transliteration

durge hi kośa-daṇḍa-utpattir āpadi sthānaṃ ca janapadasya.

Translation

というのも、城塞においてこそ国庫と強制力（ダンダ）が生じ、災厄の際には郷土の避難所となるからである。
