本章は、対立関係を「武器化」し、外交を、不安定な同盟者が競争相手になる前に罠にかけて排除するための仕組みに変える方法を説く。マンダラ政治は生きたサプターンガとして運用され、「ミトラ（同盟者）」という肢は強化しつつも統制されねばならない。パラシャーミトラを敵意へと誘導し、その敵意を梃子と口実として清算に用いる。望ましい結末は決定的である—代理による死、公開戦または奇襲、あるいは世間に知られるコストが高い場合の密かな処罰。交渉の局面は罠として扱われ、姿を見せない貢納要求、強制退去、領土の一部要求、事前に結び付けられた忠誠といった各状況に応じた対処が示される。最終目的はリスクの低減と、この一件をヴィジギーシュ（Vijigīṣu）の領土・歳入へ転化することである。
