征服は、要人に脆弱性を「設計」して作り出し、それを適時の救済・贈与・官職によって忠実な依存へと転化させることで確実になる—かつての敵を安定した協力者へ変えるのである。勝利とは行政上の勝利であり、軍を打ち破るだけでなく忠誠の配線を組み替えることにある。Upajāpa は、大臣と密偵によって実行される体系的な買収・懐柔である。第1段階：管理された困窮と作為的な兆しによって、恐怖／恥／欠乏／不確実性を生み出す。第2段階：即時の救出—物資供給、贈り物、保護、雇用—を提示して標的を縛る。流言と士気を、鎮撫のために国家が制御できる変数として扱う。結果として、恒常的に役立つ忠実な協力者（dhruvopakārī）が占領コストを下げ、情報・補給・服従を改善する。
