उत्तममध्यमावरेषु च कर्मसु तज्जातिकमध्यक्षं कुर्यात्सामुदयिकेष्ववक्लृप्तिकम् (अवकॢप्तिकम्) यमुपहत्य राजा नानुतप्येत ॥ कZ_०२.७.०४ ॥
uttamamadhyamāvareṣu ca karmasu tajjātikam adhyakṣaṃ kuryāt; sāmudayikeṣv avaklṛptikam (avakḷptikam) yam upahatya rājā nānutapyeta.
上・中・下の等級の業務には、それぞれの種類にふさわしい監督官を任命すべきである。共同・合算の事業(sāmudayika)については、統制・調整官(avaklṛptika)を任命し、その者が不正で処罰されても王が後に悔やまぬようにせよ(すなわち任命に正当性があり、リスクが限定されるように)。
